Which weapon?

I am a fire mage.

Is it better a 25 % damage Fire bonus or gain 15 Intelligence?

To explain in a little more detail...

You should choose Fire, at least for the time being, because there is still an Intelligence BUG, and they don't know when it will be fixed, so Intelligence is at the moment practically useless...

Until then, stick to elemental staves (plural of staff...)

Is Intelligence the only bugged stat? or is there any other object we should avoid since the bonus is actually useles?

Only Intelligence, the others work fine... Marksmanship improves your precision, Endurance increases your life regeneration, and every point invested (not counting bonus from items) gives you +5 HP and Willpower increases mana regeneration and every point invested gives +5 Mana...

Take marksmanship through items, don't waste time on endurance, and invest equally in Intelligence and Willpower, because once they fix the bug, Intelligence will become the main stat...

In summary I should not have hats, rings or bracers that increase intelligence. Everything else is fine.
